Resolve or fail bureau claim

When to call: bureau vendor finished (or failed) asynchronously. Not from the mobile app.

Why: completes a bureau claim started earlier. claimId must already exist from a pull.

What it does: HMAC raw body. Success: claimId, score, activeAccounts, worstDpdDays. Fail: { claimId, failed: true, failureReason? }.

What happens next: customer can GET /application/bureau / acknowledge. Staff may then evaluate.
