Poll bank statement consent

Description: polls the bank link. No raw transactions are returned or stored.

Usage: after consent start, and again after the customer comes back from the AA app.

Details: none means consent was never started. requested / active may include url. completed adds averageMonthlyIncomePaise (integer paise) and statementMonths. Salary-like credits are averaged per month; if none are labelled salary, all credits are used.

Next: none. The income figure is saved on the application for later underwriting.
