Add a family member on this phone

When to call: after OTP, when a family member who is not in accounts needs their own loan journey. Uses phoneSessionToken, not the other person's access token.

Why: wife and husband can share a mobile number but must have different PAN / Customer records. This starts a temp User. They are not linked to the phone until PAN matches — only then they show up in accounts.

What it does: body { phoneSessionToken }. Returns User tokens and starts an application. More than five accounts on the phone → forbidden.

What happens next: complete profile, then PAN. After PAN succeeds, swap to the rotated Customer tokens if the status payload includes them.

Auth: public (no Bearer).

Errors: 401 session_expired · 403 forbidden (account cap)
